The Delhi Solar Energy Policy 2023, notified in March 2024, aims to accelerate solar adoption in the capital by targeting significant increases in both rooftop and utility-scale solar capacity to make Delhi a leader in urban renewable energy deployment.

Policy Targets

The Delhi Solar Energy Policy 2023 sets ambitious targets to transform the capital into a solar-powered city:

  • 750 MW of installed rooftop solar capacity within Delhi
  • 3,750 MW of utility-scale solar capacity sourced from outside the state
  • Significant reduction in carbon emissions and electricity costs for residents
  • Creation of green jobs and local economic development

Innovative Models

Key Features of the Policy

Hybrid RESCO Model

A RESCO company leases the consumer's rooftop and sells power directly to DISCOM via PPA. Consumer signs net metering agreement for energy credit.

Community Solar

For consumers without suitable rooftops to own a share of a community solar plant within the same DISCOM area.

Peer-to-Peer Trading

Enables real-time purchase of surplus solar power from other consumers through a digital trading platform.

Delhi Solar Cell

A dedicated cell within EE&REM department to monitor and support policy implementation.

Apex Committee

Headed by Hon'ble Minister of Power, GNCTD to review policy progress quarterly.

Inspection Exemption

Solar plants up to 500 kVA exempt from inspection by Electrical Inspector.

Economic Incentives for Consumers

The policy offers both State incentives and Central financial assistance (MNRE) to encourage solar adoption

State Capital Subsidy

Capital subsidy of ₹10,000 per kW (up to 3 kW) in line with the PM Suryaghar Scheme

Additional Policy Provisions

Inspection Exemption

Solar plants up to 500 kVA are exempt from inspection by the Electrical Inspector as per Ministry of Power notification dated 16.05.2016, simplifying the installation process and reducing bureaucratic hurdles for consumers.

Government Building Installations

IPGCL, a Delhi Government undertaking, will install solar systems on government buildings, leading by example and significantly contributing to the overall solar capacity target while reducing government electricity expenses.
